The plan emphasises quickly building data centers and semiconductors, training a skilled workforce, and ensuring AI systems protect free speech while reflecting American values.
OpenAI continued to make headlines. In early May 2025, the company released a research preview of GPT‑4.5, touting it as its largest and most conversational model to date. Early testers found that GPT‑4.5 could convey warmth and empathy, offering responses like “Want to talk about what happened, or do you just need a distraction?” when a user mentioned feeling down, and attributing its emotional intelligence to architectural improvements and unsupervised learning.
However, on April 14 2025 OpenAI announced that GPT‑4.5 would soon be phased out from its developer API. The company introduced GPT‑4.1, which offers longer context windows (up to one million tokens), better coding capabilities and lower operating costs. GPT‑4.1 is available in three sizes—mini, nano and standard—and will replace GPT‑4.5 in the API by July 14 2025, though GPT‑4.5 will remain available in the ChatGPT interface for now.

Boris Rehlinger, the French voice of several Hollywood actors, warned that the craft of dubbing is under threat and has joined the initiative Touche Pas Ma VF to defend human‑created performances.
